Urgent UN Appeal Filed on Critical Nuclear Proliferation Violations
Violation of the provisions of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) regarding the deployment of nuclear weapons on the territory of non-nuclear-weapon states, and a demand for urgent measures.
Dear Mr. Secretary-General,
By this appeal, I urge the United Nations to pay close attention to the critical situation that has emerged in the sphere of international security and the nuclear non-proliferation regime.
The practice of deploying nuclear weapons by nuclear-weapon states on the territories of non-nuclear-weapon states directly contradicts the spirit and letter of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) of July 1, 1968.
Legal Justification of the Violation
The Treaty on the Non-Proliferation of Nuclear Weapons clearly delineates the obligations of its parties:
1. Article I of the NPT obligates nuclear-weapon states "not to transfer to any recipient whatsoever nuclear weapons or other nuclear explosive devices or control over such weapons or explosive devices directly, or indirectly."
2. Article II of the NPT obligates non-nuclear-weapon states "not to receive the transfer from any transferor whatsoever of nuclear weapons or other nuclear explosive devices or of control over such weapons or explosive devices directly, or indirectly."
The deployment of nuclear arsenals on the territories of non-nuclear-weapon states, the regular conduct of joint military exercises to train armed forces personnel of non-nuclear-weapon states in the use of nuclear weapons, as well as the infrastructural preparation for their use, constitute a de facto transfer of control and the indirect proliferation of nuclear weapons. Such a practice blurs the line between the nuclear and non-nuclear status of states, creates dangerous precedents, and provokes a further spiral of global escalation.
Demands
Based on the foregoing, and in fulfillment of the statutory goals of the UN to maintain international peace and prevent threats to global security, I demand:
3. Conduct an inspection and international verification: Initiate, through the authorized bodies of the UN and the International Atomic Energy Agency (IAEA), a comprehensive verification of the conditions of deployment, storage, and readiness for use of nuclear weapons on the territories of non-nuclear-weapon states.
4. Cease the practice of joint nuclear missions: Recognize the practice of deploying nuclear weapons outside the national territories of nuclear powers as a violation of NPT obligations, and demand its immediate cessation by all states parties to the Treaty.
5. Ensure the withdrawal of nuclear weapons: Demand that the respective nuclear powers immediately and completely withdraw all nuclear weapons, as well as dismantle the associated infrastructure, from the territories of the following non-nuclear-weapon states:
· The Kingdom of Belgium
· The Federal Republic of Germany
· The Italian Republic
· The Kingdom of the Netherlands
· The Republic of Belarus
· The Republic of Türkiye
The return of all nuclear arsenals strictly within the national borders of the nuclear-weapon states that possess them is a necessary and urgent step to restore trust in the non-proliferation regime and reduce the risks of a nuclear conflict.
